- Since LR20CA failed last year, WarHorse Gaming has joined with online sports betting advocates in Nebraska to campaign for a constitutional amendment petition drive.
LINCOLN, Neb. - As legislative efforts to legalize mobile sports betting in Nebraska stall, advocates are turning to a petition drive for constitutional reform.
This is the second straight year that the legalization of sports betting in the state has been considered. Senator Eliot Bostar proposed LR20CA to legalize locally regulated online sportsbooks in Nebraska back in July 2024.
The bill failed after a filibuster; however, major operators in Nebraska are backing a statewide petition to propose a constitutional amendment to legalize sports betting during the next election cycle.
This comes as legislators argue for reform to generate potential tax revenue, estimated at around $32 million.
Major operators in Nebraska are stepping up, with WarHorse Casinos initiating a petition drive for a proposed constitutional amendment. It would need 125,000 signatures to make it to the ballot next year.

To avoid restrictions in Nebraska, gamblers have taken other measures to continue betting at USA online sportsbooks, siphoning tax revenue from the state.
“The bottom line is, you’re allowing tax money to go to Iowa, Kansas, Colorado, just like with the casinos. People are using VPNs, and they’re disguising their location, pretending they’re in Iowa” said Lynne McNally from WarHorse Casino.
